Usually CEIR (Central Equipment Identity Register) is a database of the IMEI numbers of blacklisted handsets. Regulation authorities and operators use CEIR to list mobile devices or IMEI numbers to block the services on member service providers' networks. As a rule, CEIR is dealing with stolen cellphones. A stolen cell phone's IMEI number should be entered in CEIR, supposedly making the device unusable in any network. However, there are a number of features which we have added to CEIR. CEIR allows operators to control access to mobile networks, deterring device theft, fraud or debt carrying for example. It is possible to see MSISDN, IMSI used by the IMEI and search for which all IMEI was used with IMSI.
